As of August 2018, it is not necessary to obtain a building permit from the state in order to build a private residence in the Russian Federation. It is enough for the owner of the plot to send a notice to the local government about the construction of a residential building (house).
The notification should contain the full name of the plot owner, address, series and passport number, e-mail address of the informant, plot address and cadastral number, the type of permitted use of the plot of land, the construction project, dimensions of the future house (the house owner can make the house plan himself), information about the distance of the house to the neighboring plots and a copy of the certificate of ownership of the plot of land.
The local administrator checks whether the plot and the planned house meet the parameters that exist in the law. If they do not meet the parameters then the local administrator sends an appropriate notice to the plot owner.
What does the process look like:
Step 1 - Submission of a notice of planned construction.
Step 2 - Response from local authorities regarding compliance with construction parameters.
Step 3 - Submission of a notice of completion of construction (with a technical plan).
Step 4 - Receiving an answer confirming compliance of the construction with urban planning standards and regulations.
Step 5 - Registering the house in Tabu.
At what stage of construction can ownership of a residential building be registered?
Ownership of a residential building can be registered at the "box" stage.
Requirements:
1) The house should stand on a foundation, that is, well connected to the ground.
2) The house must be a thermal circuit, i.e. closed. Roof, windows and doors installed. (There is no need to have water, electricity, gas, sewer connections).
As you see, the whole process is simple and there is no need for permits to build a house. But it is very important to meet the main parameters of building a residence such as: the number of floors will not be more than three, the location of the house in relation to the neighboring plots will meet the distance standards that exist in the law. If you want to build a residence over three floors then it is necessary to obtain special permits from the state.
